Review of guides for court users and court staff


A hybrid meeting took place on July 1 and 2, 2021, in which 30 participants from Ankara and eight representatives of the pilot courts in Istanbul, Izmir and Gaziantep personally took part via an online platform. The aim of the meeting was to review the guidelines drawn up by the pilot courts as part of the efficiency enhancement activity for the selected regional administrative courts (RACs) and courts of first instance (A.4.2).

The six pilot courts had created sample case submission templates, guides for court users seeking redress in tax and administrative courts, as well as registers workflow guides and job descriptions for court clerks in order to introduce greater standardization of workflows in administrative court registers and front offices.

The aim of the review was to revise and adapt the sample application templates and guidance material as recommended by the Inspection Committee of the Council of Judges and Prosecutors and the RACs. To further discuss the recommendations, adapt and consolidate the materials, three working groups with judges and court staff from the pilot courts as well as scientists were established (Prof. Bahtiyar Akyılmaz, Prof. Murat Sezginer and Dr. Uğur Cem Türker), the necessary changes, the adoption of a standardized approach that includes both administrative and financial courts for court users, and the review and adaptation of the procedural guides for court staff to the other sample materials.

The meeting provided a platform for exchanging views and adapting the guides based on the feedback received. Further work to complete the materials will continue in the coming months.
