Deputy Chair of Maharashtra’s Legislative Council Neelam Gorhe on Saturday discussed the concept of establishing a “safe campus” in educational institutions in cities and districts to prevent harassment, atrocities and excesses committed by female students, “although there are laws and enforcement mechanisms in place as long as.” there is no micro-monitoring on campus, its implementation only remains on paper. The Safe Campus mechanism will include email communication between educational institutions and female students to register their complaints and record complaints and ultimately also provide their time-bound remedy,” she said.

Gorhe said the Safe Campus also aims to establish an adequate redress mechanism for female students. “Educational institutions and local police stations will remain in constant contact to further strengthen the safety of female students on campus. A local police station will have a female police officer who can share student grievances on a daily basis, which can be addressed quickly,” she noted. She added that she issued instructions today that each educational institution should establish proper coordination with the police by forming a joint committee so they can review complaints on a regular basis.

Gorhe said Safe Campus was recently discussed at the online meeting held with the university vice-chancellors in the presence of Minister for Higher and Technical Education Uday Samant.

“Visakha Samiti should be established in every educational institution. Legal advice workshops should be conducted with the help of NGOs through Women’s Vigilance Committees, frequent refresher training should be given to the Damini squad police. Vigilance committees should be advised to stay in touch with and advise the women concerned,” she said.
